EFEKTIVITAS PENYUSUNAN RISALAH RAPAT PADA SEKRETARIAT DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN WAJO

Abstract

This study aims to examine the form of meeting minutes preparation at the Secretariat of the Regional House of Representatives (DPRD) of Wajo Regency, which includes the processes of drafting, presentation, implementation, and accountability, as well as to identify the supporting and inhibiting factors in the preparation of meeting minutes at the Secretariat of the DPRD of Wajo Regency. This study employs a qualitative research method. The results indicate that the preparation of meeting minutes at the Secretariat of the DPRD of Wajo Regency is well-established, properly implemented, and can be considered effective. Supporting factors in the preparation of meeting minutes include the attention given by the Secretary of the DPRD of Wajo Regency to staff by involving them in training activities and technical guidance to deepen their understanding of duties and functions related to meeting minutes preparation. Meanwhile, the inhibiting factor is the insufficient quantity of human resources involved in the preparation of meeting minutes. Based on these findings, it is recommended that the Secretary of the DPRD coordinate the fulfillment of functional positions for legislative minute-takers through the Regional Personnel and Human Resources Development Agency (BKPSDM) of Wajo Regency, as well as enhance staff competence through education, training, and technical guidance on meeting minutes preparation.
