SIPD RI architecture is designed to be a microservices-based application to increase the effectiveness and work of the application to be more optimal. This is also a requirement for an application to be a general application in accordance with Presidential Regulation Number 95 of 2013 concerning Electronic-Based Government Systems (SPBE). The author uses a descriptive Qualitative approach, which is to explain the phenomenon in depth through data collection, the Research Focus of this scientific research uses the Theory by Spencer and Spencer (1993) namely Knowledge, Skills, Self-Concept and Values, Personal Characteristics and Motives. The development of Human Resources (HR) in implementing the Republic of Indonesia (RI) Local Government Information System (SIPD) is very important to ensure this system runs effectively and efficiently. SIPD is a digital platform used by local governments to plan, manage, and report budgets and activity programs, and monitor local government performance. The Data Collection Techniques in the Research are Observation to the Research location, In-depth interviews and documentation at the Research location and Data Analysis Techniques, namely Information Collection, Data Reduction and Data Presentation. The results of the research are that some employees who use the system still do not understand and experience difficulties, in other words, human resources in Wajo Regency are still not qualified, so that the management of SIPD RI is still not optimal
