Review Process

ASTACITA: Journal of Bureaucracy and Public Policy applies a rigorous double-blind peer review process to ensure the quality, integrity, and scholarly value of all published articles.

Submission Screening

Upon submission, manuscripts are first reviewed by the editorial team to assess their relevance to the journal’s focus and scope, originality, compliance with author guidelines, and basic academic quality. Manuscripts that do not meet these criteria may be desk-rejected.

Double-Blind Peer Review

Manuscripts that pass the initial screening are evaluated through a double-blind peer review process, in which the identities of both authors and reviewers are kept confidential. Each manuscript is typically reviewed by at least two independent reviewers with expertise in the relevant field.

Reviewer Evaluation

Reviewers assess manuscripts based on:

  • Originality and contribution to the field

  • Theoretical and methodological rigor

  • Clarity of analysis and argumentation

  • Relevance to bureaucracy and public policy

  • Quality of writing and organization

Reviewers provide constructive feedback and recommend one of the following decisions:

  • Accept

  • Minor revision

  • Major revision

  • Reject

Editorial Decision

The Editor-in-Chief or handling editor considers reviewers’ comments and makes the final decision. Authors are informed of the decision along with anonymized reviewer reports.

Revision and Resubmission

Authors requested to revise their manuscripts must address all reviewer comments in a clear and timely manner. Revised submissions may be sent back to the original reviewers for further evaluation.

Final Decision and Publication

Once a manuscript is accepted, it proceeds to copyediting and publication. The editorial team ensures that ethical standards and publication quality are maintained throughout the process.
